A Trade and Economic Agreement between CARICOM and the Republic of Cuba was signed in Canouan, St Vincent and the Grenadines in July 2000. This Agreement created a framework for the progressive liberalisation of trade in goods and services. It provides a list of goods which were to receive immediate duty free access when the agreement took effect; a list of goods which were subject to phased reduction of duty over a four year period; and a list of agricultural products which were not be granted duty access at certain times of the year. Market access is based on reciprocity, but the LDCs of CARICOM are not required to grant duty free access or institute the phased reduction of duties as set out in annexes to the Agreement.
